Seggrit is a merchant in Haven. You can access his shop after you have completed the tutorial and the Inquisition has been formed. He will tell you that he has remained in town as his wares were destroyed by demons and this is an opportunity to rebuild and maybe help the efforts of the Inquisition.
Seggrit's Shop becomes available once you reach Haven and is located to the right of the front entrance.
